Reorganising the state
The Patiala and East Punjab States Union, or PEPSU, ceased to be a separate state when it was merged into Punjab in 1956. The Punjab government’s historical overview places the merger within the reorganisation of Indian states after independence. PEPSU had brought together several former princely states, while the pre-merger Punjab had a different administrative history. Combining them changed the territorial and institutional basis of government. The new Punjab of 1956 was itself reorganised in 1966, so its boundaries should not be confused with those of Punjab today. Maps and administrative records need to be read with their dates.[1]
Joining public services
A Punjab and Haryana High Court judgment in K. C. Gupta and others v. Union of India and others describes the integration of employees of the former PEPSU and Punjab governments. It discusses the Punjab Services Integration Rules of 1957 and a dispute over how posts and seniority were treated. The case shows that a territorial merger required decisions about individual careers and administrative structures. It is evidence about the issues before that court, not a complete account of every public employee’s experience. Employment records and other decisions would add perspectives on how the transition worked.[2]
Different laws after merger
A separate 1968 Punjab and Haryana High Court judgment discusses the continuation of different legal arrangements in the former Punjab and PEPSU areas after the merger, in a case concerning gurdwara administration. Its historical summary illustrates that a change in state boundaries did not instantly make every existing law identical across the new state. Later legislation and court decisions could alter that position. The judgment addresses specific legal questions and should be read in that context; it does not establish a general rule for every institution. Administrative history requires attention to both formal boundaries and the laws that continued within them.[3]
