Read the preface before treating the text as observation

A gazetteer’s preface can explain how its information was assembled. The Gujranwala Gazetteer’s first-edition preface records a twelve-month preparation limit and the editor’s inability to prepare original matter. The volume drew on an earlier compilation, itself based largely on a settlement report, with additions from officers and the 1881 census. Inclusion in an official volume therefore does not establish eyewitness observation.[1]

The revised-edition preface describes extensive rewriting after the 1894–95 settlement because canals, boundaries and administration had changed. It also acknowledges copying the agricultural-system account from the Lahore Gazetteer. Repetition across two volumes can consequently reflect shared material, rather than independent confirmation.[1]

Description can contain a theory of society

William Glover’s study of colonial Lahore examines assumptions in official accounts of nearby villages. Inspectors described houses, livestock and lanes through comparisons with British settlements. Their language made particular expectations about orderly space appear natural. An observed feature must therefore be distinguished from the judgement attached to it.[2]

Glover also analyses claims about rural health based on quick visual inspection and an idealised contrast between villagers and townspeople. Those assertions are not measured health findings merely because an administrator recorded them. The documents preserve both descriptions and the assumptions through which officials interpreted them.[2]

Use the detail without inheriting every category

For each claim, identify the edition, the date of its underlying data and acknowledged borrowing. The Gujranwala prefaces identify settlement and census sources. Following those leads can distinguish new observations from copied material and prevent a later imprint from concealing older evidence.[1]

Glover’s analysis suggests another test: ask who appears as an observer and who appears only as a classified subject. Attribute the author’s judgement, compare evidence created for another purpose and preserve disagreements. Critical reading makes a gazetteer more usable by distinguishing detailed information from administrative interpretation.[2]
