An urban circle in the archive
A 1939 assessment-report title in the National Archives of Pakistan places Kot Radha Kishan alongside Pattoki, Patt and Kasur as urban assessment circles within Lahore District. The catalogue preserves evidence of the name and fiscal geography of that period. It does not reveal the report’s tax calculations: the listing, rather than the underlying assessment volume, is available for this account.[1]
Railway geography connects the town to a wider corridor. Samina Zia Sheikh’s architectural study locates the separate settlement of BhoeAsal between Kot Radha Kishan and Changa Manga, on the Lahore–Sahiwal railway and Raiwind–Pattoki road. It documents BhoeAsal’s 1945 station and its complete closure in August 2014. The neighbouring station provides regional context, without becoming a monument inside Kot Radha Kishan or proving the current timetable there.[2]
A pilot for drawing local areas
The Urban Unit’s 2020 institutional profile identifies Kot Radha Kishan as a completed pilot for assistance in delineating local areas under the Punjab Local Government Act 2019. Its GIS team supplied maps to the Local Government Department for the finalisation of boundaries. This was a technical mapping exercise with a named local test case, rather than a simple renaming of the town.[3]
The same passage distinguishes municipal, tehsil and district levels. Those scales should remain separate when reading an administrative map: the built settlement and the territory governed through a wider local authority need not coincide. The profile records preparation and submission of maps; it does not itself reproduce the legal notification establishing the final boundary. No municipal outline has therefore been reconstructed from this account.[3]
Revenue and the cost of local services
An August 2025 policy brief from the Sub-National Governance programme includes Kot Radha Kishan among three pilot municipal committees in Kasur district. It reports a five per cent increase in water-revenue collections over three financial years. That is a financial measure, not a five per cent increase in water coverage, household connections or the reliability of supply.[4]
The brief also describes responsibility for building-plan and land-use fees returning from the Lahore Development Authority to the municipal committees. Increased shop rents remained subject to litigation, preventing collection of the revised amounts at the time of reporting. These details show municipal government as a continuing negotiation over property, services and revenue. They also distinguish reported collections from money that administrators expected or hoped to receive.[4]
