From Punjab to California

Dalip Singh Saund was a Punjabi-born farmer, judge and member of the United States House of Representatives. A House history of his portrait identifies Chhajjalwaddi in Punjab as his hometown and notes that he attended school in Amritsar. The House’s extended biography says he reached New York in 1920 and later studied mathematics at the University of California. It cites a passenger list and Saund’s autobiography for the journey; neither underlying record was examined here. His journey illustrates connections between Punjab and California without standing for every Punjabi migrant’s path.[1][2]

Citizenship and public office

Saund farmed in California’s Imperial Valley before entering elected office. The House’s extended biography says California land restrictions affected his farming and that he helped organise efforts to open US naturalisation to people of Indian descent. It records his citizenship in 1949. He won a judgeship in 1950, but a court vacated his election because he had not yet been a citizen for a full year; he won the office again in 1952. The House account draws on Saund’s memoir and contemporary reports. The legal change, his citizenship and his elections were separate events.[2]

A representative in Congress

Saund won election in 1956 and served three terms in the House from 1957 to 1963. The House’s historical office identifies him as the first Asian American representative elected to Congress. Its account of his public service also describes his interest in relations with Asian countries. These institutional records give dates and offices; campaign materials, speeches and constituents’ accounts can add evidence about his views and the people he represented. His career is significant both in the history of Punjabi migration and in the broader history of Asian American political participation, without erasing the earlier exclusion that shaped his opportunities.[3]
