A mill with a dated production history
Bhalwal’s industrial history includes the sugar and distillery operations described by Noon Sugar Mills. The company dates its formation to 1964 and the commissioning of its Bhalwal sugar plant to 1966–67. Those are separate milestones: incorporating a business does not establish that production began in the same year. Its account places the distillery’s installation and commissioning in 1985–86.[1]
The company describes later changes in sugar-processing methods and machinery, including a process change in 1991 and an effluent-treatment plant for distillery waste in 1998–99. These details connect the local plant to changing industrial technology and waste management. They remain the operator’s own history; neither installed capacity nor a proposed expansion is treated here as a verified quantity of actual annual output.[1]
The estate before construction
The environmental assessment for Bhalwal Industrial Estate documents a different industrial undertaking. Prepared by EA Consulting for PIEDMC, it located the proposed development on Bhalwal–Bhera Road and described a site between nearby chaks. The plan included industrial plots, warehousing, cold storage, utilities and common facilities. This was a project site in the tehsil, not an area figure for Bhalwal town.[2]
Its baseline account noted the Lower Jhelum Canal near the site and the problems of waterlogging and saline land. The assessment also discussed citrus processing in the surrounding economy. A combined effluent-treatment plant and waste-collection arrangements appeared among the proposals. The report provides a pre-construction environmental and planning record; it cannot by itself establish whether those safeguards were later installed or how effectively they operate.[2]
An estate connected to a wider town
PIEDMC’s later project profile reports development works completed in 2023 and identifies the estate as a Special Economic Zone. It places Bhalwal railway station about seven kilometres from the estate and describes access towards the motorway interchanges. These distances help distinguish the industrial project from the town and its existing transport facilities, rather than treating them as one site.[3]
The profile names intended sectors including food and citrus processing, packaging and pharmaceuticals. It also lists completed water and sewerage networks while describing a grid station as under construction. That mixed account is more precise than assuming every utility is finished. The estate’s plots, service proposals and reported operating units should likewise remain different categories when assessing its place in Bhalwal’s industrial landscape.[3]
