A college and its buildings
The Government Associate College in Liaquatpur dates its start as an intermediate college to 7 January 1971 and its upgrade to degree level to 1 September 1974. Its brief institutional history records three science laboratories built in 1993 and a two-room library block built in 2009. The same page describes a new academic block as nearing completion and expresses an intention to begin bachelor’s classes. Those latter statements are plans in an undated institutional account; they do not establish when the block or classes were delivered. The dated milestones offer one way to follow changes in local educational facilities.[1]
From eye camps to a building
The charity EMAT describes a move from annual eye camps towards a permanent eye-care facility in Liaquatpur. Its project page says construction began in 2007 and the building’s shell was completed by late 2009. The page carries a January 2010 project date and describes a 2011 fit-out as dependent on further funds. It also includes later, undated wording about rental income from the building. These statements should not be compressed into a claim that a fully equipped hospital opened in 2009 or 2011. They document stages in the organisation’s account, with the fit-out presented as a proposal at that point.[2]
The town in a land-use plan
A district land-use and zoning report prepared for Punjab local governments includes proposals for Liaquatpur. Its consultants discuss possible residential development and two institutional or judicial zones on the northern side near Channi Goth Road. They also consider commercial areas and links between future zones. These are planning proposals, not evidence that housing, offices, roads or commercial areas were constructed. The consultants also proposed commercial zones near residential areas, describing the proposals as a way to reduce pressure on existing markets.[3]
