A hill station and seat of government
Shimla, formerly commonly spelled Simla, is in present-day Himachal Pradesh, India. A district census handbook records its role as a summer seat of the Punjab government from the late nineteenth century until 1947 and as a headquarters after Partition until offices moved to Chandigarh. It was also the summer capital of the Government of India under British rule. These overlapping roles should be distinguished: the Punjab administration and the Government of India were different institutions. A seasonal capital depended on clerks, labourers, transport workers and residents as well as the officials who moved there.[1]
The Viceregal Lodge
The Indian Institute of Advanced Study occupies the former Viceregal Lodge. Its institutional history says Lord and Lady Dufferin moved into the building in 1888, after earlier governors-general and viceroys had used other summer residences in Shimla. The building is evidence of the architecture and administration of the colonial government, but its subsequent life as an institute is also part of its history. The existence of a grand residence should not obscure the work and resources needed to maintain a seasonal capital. Studying the lodge alongside other buildings and records gives a broader picture of the town.[2]
A railway to the hills
In 2008 the World Heritage Committee extended the Mountain Railways of India property to include the Kalka–Shimla Railway. Its decision connects the line’s construction with Shimla’s role as a colonial summer capital and describes the engineering challenges of the route. The inscription recognises a defined railway property, not every building in Shimla. Rail transport changed travel between the plains and hills, while its operation and maintenance depended on many workers over time. Historical recognition does not guarantee a particular train service today; travellers should check current schedules with the railway operator.[3]
